Beware of Lim Kim Seng as this guy is after for information and will waste your time ,as his website doesn't have a psp' processor ,wanting the incorporation,license psp processor for free even i offered him a low price $1600 he still don't purchase the service.

Also there is a doggy aspect about his credentials as your passport is valid 2 year as it was recently applied from the department and you are from Kedah but can't communicate in Bahasa Melayu as most Kedah residents can converse BM ,as went we spoken via the telephone communication went ask to him can he speak in Bahasa Melayu you said you can't and only Mandarin and partially English ,as i am sure he are originally from China as you can't speak the national language.

As i ask this Kim person to sign a NDA contract and pay at less half up front and went completed pay the rest and he mention he require more information,as i did mention to him in detail the incorporation and patente progress via email communication but that was not enough as he want to know the lawyer contact details and the uncoded solution provider name too?With this scamming tactic's he assume i just sent to him further free information and what a silly dude.

As he assume i am telephone directory operator but the operator charge a fee but this dude what's freeeeee!!!!

He falsely claim he has a Cambodia and Kenya casino lane license which is a scam,as he run's the operation by himself .As went i return the call from the number 6019 5085388 in Malaysia he replied wrong number.Weird dude.

And the hotline mobile numbers are pre-paid lines doesn't work no reply??

The thread also doesn't make sense sure they are honest but you don't have money to spend on their rate as they are expensive at about usd $10K to begin with and you want eveyone to work for free or offer someone business relantionship instead will be fine but this will be nothing in return ,as i sent multiply emails but you are digging for information.
As myself i show the seller's my bank statemnt of a millions in usd definition 4 million in my 4 bank accounts as eveyone want to know if you have the money to begin with.

As you bring nothing to the table to bargain with ??
As you taken advantage for my kinest to assume i will work for freee!!

There is one thing you need to know about license in Costa Rica.
There will be elections soon. And the candidates have expressed their views regarding online gambling license. There are the once that won't touch the status quo, but others will put taxes in place or change the rules.
We do not know who is going to win.
But, to be on the safe side, the once that have their license established before the changes come (if they come) will be protected by the Constitution that says "no law will or can be retroactive".
It is, therefore, wise to obtain a license asap!!!!


Go and annoy someone else.As the old notion mention , you pay peanut's you will get monkey's!!! .

Arthursam65 , u still not learns from why u offer only $1,600 I still don’t want to purchase your service and ignored your emails, now some more you violation the privacy.
Emmm, how to call you?
Argue with others is not my professional also I have no time to do it, but since some private details have post out in public then I have to say something, something like “tell the true”.
What Arthursam65 said makes sense or not is leave to yours who read this thread. Just a simple remark he has edited his post twice in few hours.
Just make it short, I mention in my first post, me and my partner are interest to start online gambling business but we are blank on this (before that we are offline mode). After the post I received few PM, included Arthursam65 msg. He mention can get the license in $4k, than after contact with email, he mentions license is $4.5k.
He keep on give different price, at forum said $2,100, than $1,600, in PM said $4k, than in email said $4.5k, he keep on gave the different price and the reasons gave make me lost some confident to him, but even $4.5k is still very cheap (honestly, I never expect can get the online gambling license below $30k), so I call to him and fax my partner passport to do the contract. Since I don’t know him, I don’t want my private contact numbers show to him, so I use one of my website hotline to call to him for this deal.
When he call back, my staff don’t know my deal with Arthursam65 and answer said wrong number, I did said sorry to Arthursam65 and explain to him, but he keep on said I’m cheat him, this make me lost another confident to him cause he seems interest to argue more than the business.
He said will do the contract (not license) before full payment, but he change again and want me do the full payment:
“…Also please note i will require the money up front via western union for the amount USD $4.500 to Arthur Samuel and the western union fees you will pay extra…”
This made me lost confident to him again, from this 3 case, my experience tell me that he is not a good people to deal, I start to show my not interest to him, but he not feel wrong some more thought I’m short of budget, so I have to tell him the true reasonss in the email:
“We even applied the Cambodia land base license before, price $250k, so u think your amount mean how much to me, but... as what i see, u keep on change the price, the reason u give, and the way u deal... emmm, make me lost confidence...”
But he not see the reasons and start another argue again, said not believe I’m casino owner, said the casino Cambodia casino license price not less than $1mil…
In the mail I just told him my reasons, not because of budget, we did applied the Cambodia casino license, but never said we got it or I’m the owner of the casino Cambodia nor even mention the word “Kenya”.
From this few things, I can confirm he is something wrong guy and no more reply to him, but he come again with the offer $1,600 (Change again) and threaten that if not accept his offer he will post at forum said me is the scammer, I disdain this kind of business way and of course I not accept his offer.
This is the all story and sorry for my broken English, and I know Arthursam65 will come back and argue again, my advice is try to use your time in right way, put more attention in the productively work, argue actually give you nothing. Learn from this case, why u lost me as your client, than u may get more clients in future.

You reburtal is not correct as i was including the psp processor ,with the incorporation and business license in CR even what price would have given to you can't afford it ,as you wanted cheaper and cheaper price as you were seeking the cheapest or a free service .

Also common sense implied as how can i pay the lawyers with NO fees even half payment up front and later the complete payment!

I also ask you your address,occupation but no info???

The dishonest part went i require him to do the payment let's suspend the deal .

Also i check with the cambodia authorities on the allegation $250K applied license and there was no such event took place.Another BS .

As i clearly recall on our phone conversation which i recorded the communicaton as you mention you paid $18K for a Kenya license and you are seeking for investor.


Further you want my operation doc's ,as i sent to you and i been nice to yourself in answering all your questions and you wanted more information.

I suggest you do your own research as you are really a bipolar patient.As did my own research on this matter ,you are grown adult dude so you should do likewise .

The annoymous staff as you are the person answered the phone call and not someone else but YOU .

Confidential Disclosure Agreement:

(d) upon receiving the duly note up front fees for 50% fees stipulated in the proposed agreement the patente,incorporation process will proceed and once completed the

disbursement for the reminder 50% will commence upon deliver.

4. Ownership of Confidential Information. Recipient agrees that all Confidential Information shall remain the property of Discloser, and that Discloser may use such Confidential Information for any purpose without obligation to Recipient. Nothing contained herein shall be construed as granting or implying any transfer of rights to Recipient in the Confidential Information, or any patents or other intellectual property protecting or relating to the Confidential Information of the Project ,Details Idea's and Source Codes.

5. Term and Termination. The obligations of this Agreement shall be continuing until the Confidential Information disclosed to Recipient is no longer confidential.

6. Survival of Rights and Obligations. This Agreement shall be binding upon, inure to the benefit of, and be enforceable by (a) Discloser, its successors, and assigns; and (b) Recipient, its successors and assigns.
