Canada Gaming Hosting

Hi all,

I would like to know if its legal to host a poker site in Canada if the company is registered in an other jurisdiction? If no, where is the best place to host a gaming website if I plan to incorporate in Costa Rica?

I believe Vancouver legalized online gaming. But I am unaware of their licensing procedures.
