Looking for Insight into provision of UIGEA

The following is from the UIGEA, Unlawful Internet Gambling Enforcement Act. Obviously, this has yet to be fully implemented but it is part of the bill passed last October.
(b) Report required- The Secretary of the Treasury shall submit an annual report to the Congress on any deliberations between the United States and other countries on issues relating to Internet gambling.
Does anyone know or have any insight into the pressure the US may currently be putting on Costa Rica as it relates to “unlawful Internet gambling transactions”?
Can anyone shed any light into the “official or unofficial” reaction of Costa Rican governmental authorities into the US passage of the UIGEA.?
