You can figure anywhere between $30,000 and $50,000 to license the software only. There are some white label options that would be more turnkey and less money to start.

its really depends on which market you aiming for, unless you got really BIG BUDGET to do marketing to all over the world area :)

the fair price would be assigned by your needs, whether turnkey, sub-license, or license itself, as my experiences dealt with them (microgaming, playtech, bossmedia, realtimegaming, etc) they would like to know their customer first, then make the deal later, because in this business, money is not everything, but trust and good partnership.
