COsta Rica's license is based on the number of computers you have in your operation. When they were setting it up the amount was $25,000, but other posts on the Start Casino message board indicate that you can get as low as $1,500.
I don't think you require an agent to get a license with the government.
We have an office in CR and we will direct you to right Gov Agency at no cost to you, as you only require a data processing license to operate a gaming site here in CR.
