WTO Decision - moves further against USA

I-GAMING WRAP: USA POSITION DOOMED

World Trade Organization Director General Pascal Lamy said that,
eventually, the United States will allow Internet gaming, Caribbean Net
News reported.

Lamy said that is because it is in the interest of other WTO members to
make sure that all countries abide by WTO rulings.

The WTO has ruled that the United States cannot ban Internet gaming by
foreign companies when it allows American companies to handle betting
online in cases such as horse racing.

The thing about these rulings is that they are only as strong as the organization's ability to enforce the judgement. You see everyone restating that the WTO ruled against the US, but you don't really see a lot of discussion about how anyone intends to enforce the ruling.

2 Issues are at play:

1) Power
2) Determination

If the WTO feels strongly enough on an issue in that those who act against WTO rulings will harm the reputation of the organization, the WTO will issue a rallying cry to have other nations (apart from Antigua) support its decision and place political pressure. While gambling may not be on the top of the WTO's wish list, the point is that if the WTO can act to some degree.

Money will not work against the USA. So determination is they only course of action here.

It's certainly an interesting topic.

It seems that interstate horse wagering is the main issue. I am wonder exactly what is required for compliance. If the US opened the door for horse racing only rather than all internet gambling, wouldn't that satisfy the WTO on the subject of fair trade? What if that wagering was only permitted from various race track web sites around the world?

There are a lot of interesting discussions that could be formed from this topic.

Considering the stubborn position that the current administration has taken on basically any and all issues, this will not have an effect.

Just look how they railroaded UN: Bush even tried to appoint Bolton as UN ambassador - a man that said the institution should be scrapped.

They have the same oppinion towards WTO:
- A decision in favor - applaud it.
- A decision against - just ignore it.

If someone threatens with action, power play them into submission.

No, I think that there need to be atleast one more election before poker, casino or sportsgambling will be legal and regulated in US. It will probably then get same type of tax package as they proposed in UK - i.e excessive.

The only longshot that exist for anything happening next 2 years is that if the EU gets involved and put forth a penalty package, such as tolls on US exported goods. That is a true longshot and will more than likely not happen.

Sorry, guys. I think 2 years at the best, probably 4-5 years before anything changes the current status.
